Low Carbon Demonstrator Housing

Angus Council is investing in a major low‑carbon housing programme at Hillview in Brechin and Invertay House in Monifieth.

This project will improve energy efficiency, reduce fuel bills for tenants, cut carbon emissions, and support skills and job growth across Angus. The project is being part funded by Tay Cities Region Deal as part of the £26.5m Angus Fund.

All upgraded homes remain fully owned by Angus Council, strengthening the local housing asset base.

Current status: Seeking Outline Business Case approval.

  • 89 upgraded homes (74 at Hillview, Brechin, 15 at Invertay House, Monifieth)
  • Significant improvements in insulation and heating systems, using low‑carbon technologies such as air‑source and ground‑source heat pumps
  • Solar panels and battery storage to generate clean, low‑cost energy
  • Real‑time monitoring of building performance to inform future investment decisions
  • Upskilling and job creation to support the local green economy

The project will help address some of Angus’ most pressing challenges:

  • 22% of households in Angus are currently in fuel poverty
  • Hillview is in one of Scotland’s most deprived areas (SIMD 20%)

By improving insulation and installing renewable heating systems, tenants will benefit from:

  • Lower annual heating and electricity bills
  • More comfortable and healthier homes

The demonstrator programme is designed to achieve:

  • An 80% reduction in annual carbon emissions, cutting emissions from 407 tonnes CO₂e to approximately 18 tonnes CO₂e per year
  • Homes upgraded to EPC Band B wherever feasible

This supports Angus Council’s and Scotland’s commitment to net zero.

This project will boost the green economy by:

  • Creating new jobs in construction and renewable technology
  • Supporting training programmes in partnership with Dundee & Angus College, Fife College, and UHI Perth
  • Helping local SMEs bid for work and grow their capability in low‑carbon construction

This builds long‑term economic resilience and helps meet Scotland’s growing demand for renewable energy skills.

The project includes advanced monitoring and evaluation to:

  • Track real‑world performance of different heating systems
  • Understand which upgrades deliver the best value
  • Share results with other councils and housing providers across Scotland

This makes Angus a leader in innovative, data‑driven, low‑carbon housing.
