Enabling Infrastructure

Angus is emerging as one of Scotland’s most exciting locations for businesses operating in the offshore wind and clean‑energy supply chain. Supported by investment from the Tay Cities Region Deal, the new enabling infrastructure in North Montrose, including a strategic new roundabout on the A92, will unlock more than 60 acres of development-ready land, creating a future‑proofed, low‑carbon growth corridor.

This major infrastructure investment is designed to support sustainability, innovation and clean growth, giving companies direct access to Montrose Port – already the Operations & Maintenance base for Seagreen and Inch Cape offshore wind farms – and to new high‑quality commercial space at the Montrose Port Industrial Park and Crown Estate Scotland’s Zero Four development.

These connected sites will provide modern, low‑carbon industrial units, fabrication space, logistics capacity and future innovation assets such as Scotland’s first drone port.

Current Status: Seeking Outline Business Case approval.

Why a New Roundabout Will Unlock North Montrose’s Clean‑Growth Potential:

Large sites such as Montrose Port Industrial Park (MPIP) and Zero Four face high development costs and poor access, making them commercially unviable without new infrastructure.

The roundabout is described as essential for opening 60 acres of land for clean‑growth industry.

Montrose Port cannot grow its role as an Operations & Maintenance (O&M) hub for major offshore wind farms unless some businesses relocate from the harbour to MPIP.

Those relocations will only happen if there is direct A92 access via a roundabout – a requirement explicitly stated by businesses and supply‑chain partners.

Current access routes force large wind‑sector loads (towers, blades, moorings, anchors) through unsuitable industrial estate roads. This creates safety issues and logistical inefficiency.

A new roundabout provides a safe, modern access point for HGVs and oversized loads, making Montrose competitive for wind logistics.

The OBC identifies market failure: private developers will not invest because current access does not meet modern industry expectations.

Without the roundabout, Montrose loses out to other ports competing for offshore wind supply chain activity.

The roundabout enables company relocations that will free quayside space for new O&M bases – critical for supporting future ScotWind and INTOG projects.

Without the roundabout, port expansion stalls, and Montrose misses major clean‑energy opportunities.

The roundabout is the only option that supports continuous traffic flow for 24/7 port and industrial operations.

The roundabout creates the conditions for clustering of clean‑tech, low‑carbon manufacturing, and innovation-driven industries.

It is the primary catalyst for a clean growth corridor in North Montrose.

The roundabout unlocks an estimated:

  • £80m GVA for Angus
  • 1,550+ clean‑growth jobs
  • Significant private investment (over £35m immediately levereged)

For businesses seeking to relocate or expand, Angus offers:

  • Proximity to Scotland’s fastest‑growing offshore renewables cluster, with opportunities for tier‑1, tier‑2 and tier‑3 suppliers.
  • Sustainable, modern industrial space, built to support clean‑tech, engineering, manufacturing and marine energy supply chains.
  • A growing ecosystem of talent and innovation, supported by major investments such as the Montrose Port Skills Academy and the Tay Cities Advanced Manufacturing projects.
  • Confidence in future growth, with the enabling infrastructure forecast to generate over £80 million in economic value and more than 1,500 new jobs linked to clean energy and high‑productivity sectors.

Together, these investments position Angus as a strategic, green, innovation‑driven location for companies wanting to be at the forefront of Scotland’s offshore wind and sustainable industry boom.
